1. Introduction
These Terms and Conditions ("Terms") govern the relationship between the Addis Ababa City Administration Information Receiving and Refining Directorate (the "Directorate") and users of its services. By submitting information or reports of illegal acts through the Directorate online platform, reporting entities agree to be bound by these Terms.
2. Objectives of the Directorate
The Directorate is established with the following objectives:
- To receive, record, and manage information and reports of illegal acts from residents, institutions, and organizations within Addis Ababa.
- To examine and verify the accuracy, completeness, and reliability of all submitted information and reports.
- To gather information to investigate reports of illegal acts, conduct the investigation, and prepare proposed decisions.
- To forward verified reports and their corresponding decisions to the relevant departments for action.
- To monitor and ensure the implementation of decisions.
- To administer rewards for reporters of illegal acts, in accordance with the approved Regulation No. 121/2013 and Implementation Guideline No. 122/2014.
- To promote transparency, accountability, and citizen participation in the city administration.
3. Scope of Service
The Directorate provides services related to the following:
- Receiving, verifying, filing, and managing information and reports of illegal acts that are not under legal injunction, are not sub judice (under court review), and are not already being handled by the anti-corruption commission.
- Referring information and reports to the appropriate internal work units.
- Gathering information from responsible and relevant offices to generate responses to inquiries and reports.
- Collecting timely information from citizens and institutions.
- Preparing reports and decision proposals for the city administration based on the refined information.
4. Responsibilities of Illegal Reporting Entitie
Entities using the Directorates services are required to:
- Ensure that all information and reports submitted via the online platform are truthful, accurate, and relevant.
- Refrain from using inappropriate, offensive, or misleading language.
- Cooperate fully when additional clarification is requested during the reporting examination and investigation process.
- Use the Directorates services responsibly and for their intended purpose.
5. Responsibilities of the Directorate
The Directorate is committed to the following:
- Receiving and acting upon all submitted information and reports of illegal acts.
- Examining and refining information impartially and in accordance with the law.
- Ensuring confidentiality and safeguarding all collected personal or institutional data.
- Providing timely updates to reporters on the status of their submissions.
- Preparing reports on the information processed.
6. Confidentiality and Data Protection
- All personal and institutional information will be handled with strict confidentiality.
- Data from reports will be used solely for the Directorate s official purposes and will not be disclosed to unauthorized parties.
- Information from reports will not be shared except as required by law or with the relevant office for resolution.
7. Processing Time
- The receipt and verification of reports and information will be conducted according to established time standards.
- Less complex reports will be processed within the timeframe set by the work unit.
- For complex cases requiring further review, the reporting entity will be informed of the expected extended processing time.
8. Service Limitations
- The Directorate does not adjudicate cases or replace court or legal proceedings.
- Inquiries and reports falling outside the Directorates mandate will not be processed.
- The Directorate may decline to process repetitive or frivolous submissions.
9. Service Delivery and Inquiries
- Users dissatisfied with an outcome may submit a feedback or inquiry in person.
- Rewards for reporting illegal acts are administered per the citys Incentive Regulation No. 121/2013 and Implementation Guideline No. 122/2014.
- All questions and feedback will be handled according to the city administrations official procedure.
10. Amendments
- The Addis Ababa City Administration Information Receiving and Refining Directorate reserve the right to amend these Terms and Conditions.
- Any amended terms will be published, and awareness will be created for concerned parties.
- Continued use of the Directorates services constitutes acceptance of the current Terms and Conditions.
